Ron Avery filled in for Mark Anderson today and notified all that he had uploaded a substitute constitution he was sent by Laurence Cumbie (Lark in Texas) produced by the Center for the Study of Democratic Institutions in Santa Barbara, California, under the direction of Rexford Tugwell, working with scores of collaborators for about ten years.
