Threat is not harm and threat can be many things that do not rise to harm justifying lawful defense.
To ‘go-it alone’ does not mean defense – it means projects of taking something belonging to another or interest or threats. They are saying projects need help to be lawful. That’s absurd! An operation to achieve an interest is not a lawful defensive war and cannot be made so by obtaining other interested parties to help you.
