My theory regarding the Protocols of Zion is that, irrespective of its authenticity, it was given publicity by the Jews because it was known that a publication from years previously contained passages that almost word for word were identical with the Protocols, therefore the Protocols could be rationally claimed to be a “forgery”. And by giving publicity to the argument that the Protocols were a forgery the result would be that the claims made therein were false.
