Morocco uses these organized invasions as a pressure tactic in the hopes of realizing their territorial ambitions. The invaders get turned around, but it costs a lot of expel them and there is of course the media spectacle.

They’ve even used similar invasions in the Western Sahara (which they partly occupy and exploit resources from). If they were capable of it, they would completely replace the population of the region (sending them to Europe).

The first Trump admin recognized their claim over the Western Sahara as one of the incentives for signing the Abraham Accords. Non-surprisingly the US has recently also begun pushing for Cueta and Melilla to be ceded to Morocco.
